UK’s FCA Launches Sweeping Crypto Regulation Consultation

Published

The UK’s Financial Conduct Authority opens a major consultation on crypto rules covering exchanges, lending, staking, DeFi and market integrity.

The United Kingdom’s financial regulator, the Financial Conduct Authority (FCA), has kicked off a comprehensive consultation on proposed crypto regulations — a key step in the country’s effort to fully bring digital assets under formal legal oversight. This consultation marks progress toward implementing a broader crypto framework that is expected to take effect when new legislation begins in October 2027, bringing crypto into the same perimeter as traditional financial products and services. The FCA’s consultation covers a wide range of crypto activities. It sets out proposed rules for how exchanges and trading platforms should operate, including requirements for admissions and disclosures to ensure investors have clear information before they trade. The proposals also tackle market integrity issues such as measures to prevent insider trading and price manipulation — aiming to bring crypto markets closer to the standards seen in traditional finance. Beyond exchanges, the consultation addresses intermediaries like brokers, staking services, and lending and borrowing platforms, with an emphasis on clearer risk disclosure and consumer protections. The regulator is also seeking input on how decentralized finance (DeFi) might be brought into the regulatory perimeter, including whether activities traditionally done without intermediaries should face similar rules as traditional financial services. The FCA’s move follows broader action by the UK government and Treasury to draft legislation that would extend existing financial regulations to crypto businesses and products — aligning them more with the U.S. model rather than the EU’s Markets in Crypto-Assets framework. British authorities say they want to protect consumers, promote innovation, and boost market trust without stifling responsible crypto activity. FCA

Industry participants and stakeholders now have an opportunity to provide feedback on these proposals, with responses open until February 12, 2026. The consultation’s outcome will play a significant role in shaping the final rules that will govern crypto firms operating in the UK, setting standards for transparency, risk management, consumer protection, and market conduct across the digital asset landscape. Overall, the FCA’s consultation marks one of the most concrete steps yet in formalizing the UK’s approach to crypto regulation — a shift that could bring more clarity and confidence to investors, firms, and global markets alike as the industry continues to mature.
